Regulators, primary Acts, key regulations, reporting thresholds, site cards, first aid standards and qualification frameworks compared across Ireland, Great Britain and Northern Ireland, with what travels between them and what does not.
Irish health and safety and British health and safety grew from the same roots and are mistaken for each other every day by employers with staff on both sides of the border, by workers who move between the two, and by buyers of training who assume a certificate from one is valid in the other. Some things do travel; several important ones do not. This guide compares the two systems point by point, with Northern Ireland as the third case, and ends with a plain list of what an employer operating in both jurisdictions has to do twice.

No. Ireland works under the Safety, Health and Welfare at Work Act 2005 and the General Application Regulations 2007, enforced by the HSA; Great Britain under the Health and Safety at Work etc. Act 1974 and the Management Regulations 1999, enforced by the HSE; Northern Ireland under the 1978 Order, enforced by HSENI. The structures are similar because both implement the same European directives, but the documents, thresholds and cards differ.
A CPD certified awareness certificate (manual handling, fire safety, working at heights) is accepted as evidence of training, with the Irish legal references added by the employer. A CSCS card is not accepted on Irish sites and British first aid at work certificates do not meet the Irish occupational first aid standard.
No. Safe Pass is the Irish construction site card from SOLAS; British sites require a CSCS card with the CITB health, safety and environment test, and Northern Irish sites a CSR or CSCS card.
The Health and Safety Authority is the Irish regulator under the 2005 Act; the Health and Safety Executive is the British regulator under the 1974 Act. Northern Ireland has its own, HSENI.
Ireland: report deaths at once and injuries causing more than three consecutive days' absence within ten working days under the 2016 Regulations. Britain: report specified injuries and injuries causing more than seven days' absence within fifteen days under RIDDOR 2013, and record over three day injuries.
Appoint competent assistance under each system, keep a safety statement in Ireland and a policy in Britain, report accidents to each regulator, hold Safe Pass and CSCS, meet each first aid standard and each fire regime. Awareness training is the one layer that is the same job on both sides.

Instead of losing a day to a classroom, learners in Ireland complete the full accredited training online, in about 1-2 hours, from home or straight from the workplace.
Local employers know exactly what they are looking at when your certificate arrives: CPD Certified, RoSPA approved, HSA aligned training from a provider used by businesses across every county in Ireland. The unique verification code on every certificate makes checks instant, whether you work in Dublin, Cork or Galway.
For businesses, the free Employer Dashboard turns a team rollout into one afternoon of work: bulk registration, live progress and every health and safety certificate in one clean screen, with automatic volume discounts applied at checkout.
This workplace safety course was designed for real staff schedules. Every lesson streams on any device, every pause saves the place, and nothing needs installing. HD video, animation and interactive questions turn hazards, risk assessment and emergency response into knowledge people keep.
The syllabus tracks exactly what the HSA expects from general employee training: legal duties, hazard identification and reporting, risk assessment basics, fire safety, manual handling awareness, ergonomics and welfare. Scenarios span Irish offices, shops, sites and factories.
Whether you are onboarding one new starter or refreshing an entire company, the employee safety training flows without friction from registration to certificate.
Classroom safety inductions for a whole workforce cost serious money: venues, trainers, cover and lost days, repeated for every intake. The online employee safety course removes all of it. Staff certify from their desks or homes, starting the moment you enrol them.
Managers see each completion in real time and can hand auditors a complete company training record in seconds. Stack the automatic volume discounts on top and this becomes the most economical accredited employee safety training available in Ireland.
Pricing is honest: one figure covers the full course, unlimited retakes and the instant health and safety certificate. No add ons, ever.
Nobody learns well against a stopwatch. The self-paced workplace safety course lets each employee move at whatever speed suits, pausing on any device and resuming exactly where they left off. Shift workers, field staff and office teams all finish comfortably.
A clear progress tracker shows how much of the employee safety training remains and how close the certificate is. Some finish in one focused sitting of about 1-2 hours; others take a few short sessions. Both work perfectly.
Assign it company wide and staff will slot it around real work without disruption, one of the main reasons Irish employers return to Online Safety Courses year after year.
There is no waiting around. Each pass generates a digital health and safety certificate on the spot, aligned with Irish legislation and recognised across Ireland, the UK and Europe.
Certificates live permanently in each account for re-download during audits and inspections, and unique verification codes let any inspector confirm them instantly.
For the business, that means a complete, verifiable training record for every single person on the payroll, ready the moment the HSA asks.
Every module comes from licensed, Chartered (CMIOSH) health and safety consultants holding NFQ Level 6 and QQI Level 6 qualifications, people who train real Irish workforces for a living.
That experience shows: staff learn to spot the hazards they walk past daily, understand why risk assessments exist, know their sixty second fire response and protect their backs when lifting. Real Irish scenarios make every lesson stick.
Content is re-reviewed against current legislation and HSA guidance, so the workplace safety course never drifts out of date.
The platform never closes. Night crews certify at 3am, weekend staff on Sunday morning and office teams over lunch, all with exactly the same premium experience.
Progress syncs across every device automatically, so switching from phone to laptop mid module is seamless.
Employees can also revisit modules anytime, so a quick refresher on fire response or hazard reporting is always one tap away, turning the course into a living resource for the whole organisation.
Online Safety Courses has certified more than 749,500 learners across Ireland, the UK and Europe, with a 98% pass rate and a 4.9 star average from verified Google reviews we cannot edit or hide.
From Dublin to Cork, Galway to Limerick and Waterford to Belfast, our employee safety training builds companies where safety is normal rather than an event.
Employers come back because it simply works: clean records, instant certificates and a support team that answers.
Every person on every Irish payroll, because the 2005 Act requires training at induction, on role changes and at regular intervals for all employees. This is the one course that covers the entire organisation.
In practice, businesses run it as the universal baseline: new starters complete it during induction, existing staff refresh on a rolling cycle, and role specific courses like Manual Handling, Working at Heights or HACCP sit on top for those who need them.
That layered structure is exactly what HSA inspectors want to see, and our Employer Dashboard makes it effortless to manage. Our Irish support team can help design the right training matrix for your company.
Regulators, primary Acts, key regulations, reporting thresholds, site cards, first aid standards and qualification frameworks compared across Ireland, Great Britain and Northern Ireland, with what travels between them and what does not.
In the Republic of Ireland the Health and Safety Authority administers and enforces workplace health and safety under the Safety, Health and Welfare at Work Act 2005. In Great Britain the Health and Safety Executive does so under the Health and Safety at Work etc. Act 1974, with local authorities enforcing in lower risk premises such as offices, shops and hospitality. In Northern Ireland the Health and Safety Executive for Northern Ireland enforces under the Health and Safety at Work (Northern Ireland) Order 1978, with its own regulations that mirror Britain's with a short delay. A company with a warehouse in Dundalk and another in Newry answers to two regulators, two Acts and two sets of regulations.

The hazards are identical and so, broadly, are the controls, because both systems implement the same European framework directive of 1989 and its daughter directives on manual handling, display screen equipment, work equipment and personal protective equipment. What differs is the document the inspector asks for and the thresholds in it. An Irish inspector asks for the safety statement; a British one asks for the policy and the risk assessments. An Irish employer reports an injury after three days off; a British one after seven. Irish display screen equipment duties apply to habitual users; British ones to "users" as defined in the 1992 Regulations. An employer running both should keep one risk assessment method and two sets of local references.
Searches for "Irish health and safety" return the Health and Safety Authority, which is the regulator, and Irish Health and Safety, which is an accredited training provider in the same network as this platform. The regulator never accredits or endorses training providers; a provider's standing comes from CPD certification, QQI registration where it awards qualifications, and the acceptance of its certificates by employers and inspectors.
Three regulators, three primary Acts, three sets of regulations built on the same European directives.
Irish reporting starts at more than three days' absence, RIDDOR at seven; cards and first aid do not cross the border.
CPD certified courses are accepted everywhere; Safe Pass, CSCS and first aid certificates are local.
Whichever side of the border your staff work on, the accredited Health and Safety Course is the induction every employee needs, online in about an hour, CPD certified, with a verifiable certificate the moment you pass and the Irish legal references built in.
