Section 25 gives a safety representative the right to such time off from work, without loss of remuneration, as is reasonable to acquire the knowledge necessary to perform the functions, and to perform them. The HSA's guidance on safety representatives and safety consultation says the employer and the representative should agree the training together and sets out the functions the training should cover. The entitlement is to learn the role, not only to attend one course, and the employer may not penalise a representative for using it.
The safety representative course is a classroom programme of several days delivered by trade union training centres, the National Irish Safety Organisation, education and training boards and private providers, some leading to a QQI Level 5 or 6 award. Refresh the hazard courses on the same cycle as the workforce, three years for awareness courses and two for first aid, attend the safety committee if one exists under Section 26, ask for the accident and dangerous occurrence reports you are entitled to, and accompany the HSA inspector when one visits.
