Waiting until a complaint arrives is the one strategy the law does not forgive.

Write down each incident as soon as possible: date, time, place, what was said or done, who was present, how you responded and how it affected you. Keep messages, emails and images. A contemporaneous record is the strongest evidence in any procedure.
Where you feel able, tell the person their behaviour is unwelcome and must stop, in person, in writing or through a colleague, a manager or a designated contact person named in the policy. Many incidents end there. The informal route is a choice, never a requirement, and nobody should be pressured into it.
Make a written complaint under the workplace policy to the person it names, normally HR or a senior manager, and to someone else if that person is the harasser. The employer must investigate promptly, confidentially and fairly, hear both sides, allow representation, reach findings and take action: disciplinary sanctions up to dismissal for the harasser, and measures to protect and support you. You are entitled to know the outcome as it affects you and to appeal.
If the employer does not act, acts unfairly or the harassment continues, or if you prefer, you can complain to the WRC under the Employment Equality Acts within six months of the last incident, extendable to twelve months for reasonable cause. You do not have to exhaust the internal procedure first, though the WRC considers what steps were taken. An adjudication officer hears the case and can award up to two years' pay in compensation and order the employer to take specific action. Decisions can be appealed to the Labour Court.
Victimisation, any adverse treatment because you made or supported a complaint in good faith, is itself unlawful under Section 74 of the Acts and attracts separate compensation. Support is available from your union, the WRC information service, the Irish Human Rights and Equality Commission, the Dublin Rape Crisis Centre and other rape crisis centres for sexual assault, and employee assistance programmes. Sexual assault is a crime and can be reported to An Garda Síochána regardless of any workplace process.
